UPCATET is conducted on a rotational basis by four different universities that fall under Uttar Pradesh Krishi Avam Prodyogik Vishwavidyalaya. NEET however is a single entrance test for admissions to more than 66,000 MBBS and BDS seats across India. So as far as the seats number is concerned NEET has more scope.

The next deciding factor is the number of seats that falls under your domicile state quota, then your rank and then category.

As far as competition is concerned NEET has more candidates per 10 seats than UP Catet hence securing a seat in UPCATET will be easier.
