If you have chosen Withdrawal from Counselling, it means thats you want to withdraw from all the counselling rounds and you'll not be considered for any kind of allotment. If you are allotted any seat your seat will be cancelled and that seat will be treated as vacant. If you opt for Withdraw option in UPSEE Counselling, then you are withdrawing from all other remaining rounds of counselling and you are only eligible for Spot round counselling. So you can't participate in the regular rounds of the counselling process. You can only participate in Spot round.
