Yes student from each and every state is Eligible for this exam there is no such restriction that if you are not from Punjab or west Bengal then you can't appear in the paper. Even more than 75% students in West Bengal is from Bihar so don't worry about these nonsense talks just focus on your studies and labour hard wish you good luck for your exams

Punjab B.tech admission is based on JEE Main Entrance Exam, Other state student can apply for the private colleges. In West Bengal, WBJEE is the entrance exam for the admission into engineering programme, Other state  student can apply WBJEE but they will be eligible only for the private colleges.
