Yes! for counseling you can change your state if you are eligible in the other state, you can also mention both the states if you have state quota in both the states, NTA has released a notification stating that you can mention any State in the Eligibility field Irrespective of what you enter there, if you are eligible for 2 State Quota's you can appear for both the State Counsellings.
