It is advisable that you have the certificate (be it ews, obc ncl etc) at the time of form filling but it is an absolute necessity to have your certificates while counselling otherwise you wil get eliminated. It is not a necessity to have your certificates while filling the form though, you m ay get your certificates after filling the form.
