You are asking about state counselling i think. If you are going via state counselling then you have to select collage according to the rank then they will a college according to the rank.

Above process is done in counselling centres and are given by state government only.

If you are willing to join in any of the private university then you have to apply and write entrance exam for each and it costs more also.
