Your percentile is awesome.Your rank will be enough to get NITs.I can give you rough idea about your rank under general quota  using this formula:{100-percentile score}×145386/100.where 145386 total number of aspirants that apoera in 1st phase of jee mains paper 2 examination.Your rank will be around 1.7k.Usually with this rank students get NITs.You should wait till NTA declares rank .NTA will declares rank after 2nd phase of jee mains.Don't worry your percentile is too good.

Is there a chance for getting into Rourkela? If not, then how much I must secure in round 2?

Previous year closing rank of NIT Rourkela under general category was 1712.You are close of  closing rank.There is chance of getting NIT Rourkela with this percentile.But you can turn this chance into surety by scoring Percentile around 99.3
