According to that you have fair chances of getting a seat in government medical college . Talking of which remember that cutoff varies every year depending on number of students appearing in exam, difficulty level of exam, students scoring more than you and your category.

As you mentioned with open merit and 470 marks, your chances of getting a decent government college in your state through state quota(100%) are quite high as cutoffs are usually around 440.
