What are the number of seats for general category in govt medical colleges for mbbs in NEET 2018?

The total number of seats for MBBS program in India = 53,500

Assuming 50.5% seats to be in open category (actually, in some state this varies and maybe a little less or little more), you get 27,017 seats for the open category. Of the total seats in medical, 50.1% are public owned(i.e.government). So, you get total 13,535 seats that are open and belong to governmental colleges.
