On such OBC rank you have almost no chance to get any of the colleges through JOSAA counselling because closing OBC rank in final round of JOSAA counselling were around 19-21k. For your reference the closing ranks of last year were like :-

Sant Longowal Institute of Engineering and Technology - Food Technology (21480)
