To be very honest your rank is very high to get any government medical college unless you have any reservation category. So it's worthless to make top colleges as your priority. I'll suggest you to make some low colleges as priority as it may increase your chance of seat allotment.

Choose college according to the cut off marks.. Look for the previous year counselling lists you will get to know which college was allotted last year at your marks so you can figure it out accordingly.. Also states like Assam, West Bengal has lower cut off so you can set priority list keeping this too in mind.Good luck..
