So without any doubt I could say IITs are tagged as the best colleges. In this case for CSE IIT Chennai is best. But sorry to say according to your rank you would not get any government colleges as the cutoffs are very high and you might not be able to fulfill that. You can try for private colleges instead. According to the rank you have mentioned in the question you can get CSE branch in some of the NITs like NIT Puducherry, NIT Srinagar, NIT Agartala and likewise if and only if you deserves home state quota for them as per previous year's cut-offs which you can check out from the link given below :-

But if you don't deserves Home state quota then I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Note that the cut-offs are bound to change every year depending upon various factors.
