Admission will be taken on the basis of merit i.e. NEET score and preferences submitting during the counselling process. Therefore, it is suggested to submit preferences as per the NEET score. If you're confident that your score is good enough to fetch you a seat in that particular college, put it on number 1. Similarly lock all your other choices. There's no point in putting those colleges in the list where you have no chance of getting an admission. You should think practically while locking up your choices.
