Can u please tell me whether a 74.20% in isc(considering english,maths,physics,chemistry,bengali) be rounded off to 75.00% for being eligible to the prestigious institutes like NIT/IIIT OR GFTI ???

No, it will not be rounded off.
Either you should have 75% marks in your boards exam or you should be in top 20 percentile.
