Hemwati Nandan Bahuguna Garhwal University, Garhwal is a Central University in accordance with the Central University Act 2009. It is a very good college and have very high ratings. I have done some research on the course which you are asking . The eligibility for PG in Maths requires BSc degree from recognized University and good marks in BSc. If you have good marks in BSc then you can apply for the post graduate studies. Hope this might helps.
