as decided earlier it was 30th November 2018 but as of now the last date has been extended to 7th December 2018 with the submission of fees closing on 8th December 2018 so you need to fill in your form and submit your fee before the aforesaid date
yet there are often discrepancies in network and other services so I would recommend you better try to complete it at the earliest so that you are not in a paranoid state of the last moment
