what is the normal cut off for b.com(hons) at st Xavier's Kolkata ?

For Bcom, it has a merit-based system, which considers the marks obtained in 12th boards. It can go as high as 95-96%. For morning classes, it comes down to something 90-91%. So try to get more than 90% at least.
