If I do not fill choice should I get my security fee back in 2nd round counselling of UP medical counseling

Harsh,
Counseling fees is non refundable. It doesn't depend on whether you got a seat or not. Once you've paid the fee, you can't get it back.

i am not talking about the fees (1000 rs) but the security money they take ie (10,000 rs)...
