What is the reason for not alloting a seat in csab round 1, when others with higher rank than me get a seat in the same category ?

The vacant seats got filled before your rank. So the ones with higher rank than your got a seat in the round 1. Now if their new vacancies got created then in the second round the seats will be filled according to the rank.

Akhil lets get analogy. A college have 10 seats. 6 seats are filled and 4 are left. The closing rank before CSAB was 36000. Now its see that 5 students have registered for CSAB with ranks 37000, 37500,45000,55000 , 98000. Now the seats will be filled according to the rank. As 4 seats are left vacant then the person with 37000,37500,45000,55000 will get the seat in round 1
