According to the tag you have mentioned in the question your query is for NTSE, so in NTSE there are two stages, first is stage 1 which is conducted at state level by the competent state authorities and second one is stage 2 which is conducted on national level by NCERT. Now coming to your question, to qualify the stage 1 you need to secure the qualifying marks at least but merely qualifying stage 1 does not ensures your shortlisting for stage 2 because for shortlisting of candidates for stage 2 every state has it's fixed quota and only that number of top candidates will be shortlisted from every state for stage 2 of NTSE.
