As per the info provided, you can lock your choices on 16th of August i.e., today from 10 am to 5 pm.
During this period, you can even alter your choices and shift them, but at the end, do lock them.
If you fail to lock the choices, you don't have to worry much. The server will autolock your choice as have mentioned over there at 5 pm in the evening.

Dear Guru, you need to lock it before 5pm of August 16th. But by any chance if you havent locked it  the server will capture the choices and will lock them for you by 5pm on the last day of locking the chpices which is August 16th, 2019. So all the choices you have entered will be locked by 5pm whether you have locked them or not.
