So basically, after the 1st round of counselling in any institution, it becomes significant to get the information regarding how many seats are vacant in the 2nd round of counselling. To serve this purpose, colleges use rank matrix.

It also helps in predicting the cut off and closing rank of any college.

So, basically, if you aren't sure whether you will make it to your desired college, you can go through the rank matrix once, just to be sure, and predict the next step.

Also, if you weren't able to secure a seat during the 1st round of counselling, you can use the rank matrix to apply in the next round.
