There are various factors which come in to picture while answering this question about choosing a college. To be very practical the name of the institution accounts for only 20-30% of your college degree and the rest is your own zeal and enthusiasm about how you utilize your knowledge and make the best out of your resources. Some points to consider while choosing between lower IITs and top NITs should be:

1. Overall ranking - Where does the college stand in NIRF rankings because NIRF considers a lot of factors responsible for a growth of an institution that are instrumental in  career growth.
2. Infrastructure- Very important considering technical courses require a lot of updated and new age labs, technology, software setup and machinery.
3. Location/accessibility- This is a factor which is important while considering how accessible the industry from the college is because the T&P has to build contacts.
4. Branch that you are been offered(Core/interdisciplinary)- A core branch going ahead can have a lot more opportunities and streams to select from whereas an interdisciplinary branch will give you hostile knowledge and experience.
5. Placement opportunities- Comes with how good is the T&P, the alumni and industrial collaboration of the college is.

In my opinion I will keep TOP NITs over NEW IITs. But do go through your list of priorities and what the college is offering you based on the points above. A branch/specialisation of choice will take you more ahead in career compared to a prestigious name if it comes to choosing between one of them.
