Their are mainly two different types of quota for admission into medical colleges:

All india quota: through this quota you can take admission to different government colleges of different states, only 15% of seats of government colleges are available for admission through this quota.
State quota:The seats remaining 85% after removing the 15% All India Quota seats are used up for admitting state students,some seats are for Reserved category students. The admission is done through state counselling website (as done for admission in other state semi-govt medical colleges).
