I wouldn't say that NCERT will help you to score 100% but it will surely help with 50-60% of questions.
Around 60% of questions are always asked from NCERT.
NCERT would be a good start as it helps you to understand anything from the very basics an that's very important than just mugging things up.
So YES, I would suggest you to start from NCERT and then slowly move to some other books.
I would also suggest to solve a lot of mock tests as they help in understanding the question difficulty and the types of questions asked in NEET.
