                I hope you are doing good. Now coming to your query, To apply for any state counseling you should have the Domicile/resident certificate of that state. Only if you have the Domicile certificate of WB then only you can apply for WB state counseling. To get the Domicile certificate there are various criteria to be satisfied like You should own property in WB, etc.
