As you can submit the original certificate by 5th June 2019 if it is not available now, you should upload the provisional certificate where you agree with condition that you will be considered as General and deprived of reservation, if you do not submit the EWS Certificate by 5th June.

Many students didn't get their EWS certificate due to elections but they can upload a declaration document instead which states that they will submit the certificate before 5 june 2019. You can get the format of that declaration by going through the below given website.
