No your All India rank and state level rank wont be same.For AIQ your all india rank is considered while for state level quota your state rank is considered,state releases its different merit list and the state rank is given considering the score of your state's student.

So as per your marks your AIR would be in the range of 9001-9500.The state rank will vary and it cant be predicted now.It can be predicted when the state releases its merit list.
