Just 3 to 10 days after the admission in that particular college.
Cutoff is not given by any college prior to the admission.

Sorry but I don't understand.. Without Cutoff ranks provided how am i supposed to know I'm eligible for admission

You have to search cutoff of previous year and according to that you will able to know what should be the cutoff of this year.
Assume that the last year cutoff of Thapar University was 150 and the cutoff in mains last year was 105.
Now as the cutoff in mains decreases to 81 , Thapar University cutoff may also decrease to some extent assume it to be 125 to 135 this year.
This is the basis of calculating cutoff for any particular college.
