Some of the institutes are opening now in citys like Pune, Ahemdabad. if we talk about the capital city Delhi, No one have the answer for this dear but as you ask about the particular openion, So what I think is that there is a possibility that the institutes may open after mid of October but students have to submit there vaccination certificate to attend college regularly and follow the precautions of covid-19 and also students will have to come with proper safety.
