When you pay security deposit in a college, it can be compared to collateral submitted in bank.

When you take admission in a particular college, you are expected to complete the entire course from that college itself. But to guarantee that, colleges take a defined amount of money as 'bond' or security deposit. On completion of your course, it will be refunded. But if you leave your college mid way, the college will keep that money.
