No partcular dates have been provided for the 4th round (spot round) allotment. 

In 2018, the closing rank for CSE in RIT, Kottayam was 5592 for EZ category. Going by this I can say that you do have a fair chance of getting a seat if and only if vacant seats are available. Having said that, I will also say that the cutoffs vary every year depending on the number of candidates, their rank, the number of seats available, etc.
