As of now, NEET results is expected to come in any moment. The result has been delayed due to multiple reasons like court hearing and other. Once the result is declared it takes approximately 1-1.5 months to complete all the councelling both in All India as well as State Level quota seats. So the New session could only be start after November end. This is an estimated time and it may change depending on various factors. Also the session starting time could be different for different medical Colleges.
