you have  to lock it before 5pm of August 16th. if you have not  locked the choices,  the server will capture the choices and will lock them for you by 5pm on the last day of locking the choices, which is August 16th, 2019. So all the choices you have entered will be locked by 5pm whether you have locked them or not.
