Yes the candidate will be surely eligible to participate in CSAB counselling in the mentioned scenario. The basic eligibility criteria to appear in CSAB counselling is that the candidate has either not participated in JoSSA counselling or has not been allocated a seat in the process.

Central Seat Allocation Board is conducting CSAB 2021 to provide admissions into the participating institutes (IIITs, NITs, and GFTIs) on the basis of JEE Main scores. The registration for the same has started on 9th and will continue till 17th.
