see you can take admission in b.a course after completing the diploma in civil engineering, however the field will be fully different then the current studies you are doing. In arts stream there is less of mathematics applications. however based on job trends in market you should take b.a course in english or economics which I consider to preferable among other streams of B.A. however take decision wisely and think what you want to do next. there is many government and private sector jobs are available after completing diploma in engineering. so in case you do not want to do higher study you may search for jobs. hope you understand.

Yes, after completing diploma in civil engineering you can join Bachelor of arts course in may stream of your choice, but I would suggest you to go on with the field of engineering only, as that will open much more opportunities for you to grab a good job in future. You can join BA if you wish, but science or engineering stream will be more beneficial for you.
