Dear Sir/ Ma'm, it must be noted that student of every board can appear for the NEET each year. However, since NEET follows the CBSE syallabus strictly, some people find it suitable to shift to the CBSE board in their 11th and 12th. Otherwise student from any board can appear for NEET provided he has physics, chemistry , biology and english in his +2.

The official site of NTA, the conducting body of NEET exam clearly mentions that there's no specification regarding the board to which a candidate is entitled to.
It may be CBSE, ICSE or even the State Board.

The only point worth noting is that Biology, Chemistry, Physics and English should be the compulsory subjects in your +1 and +2 levels in order to be elligible to sit for NEET.

Following is the basic 2019 eligibility criteria for Qualifying Exam-

10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board.
