Based on your General rank i.e. 8,695 and based on UPSEE 2018 cutoff of BIET, Jhansi, you will NOT be able to get any branch in B.Tech because you need a rank below 5,000.

However, based on your OBC rank i.e. 2,427 and based on UPSEE 2018 cutoff of BIET, Jhansi, you will be able to get the CSE branch after Round 3.

The cutoff for CSE branch last year was-

Opening Rank- 1,896 and Closing Rank- 3,098 (OBC)
