I would suggest you to use complete names of the colleges as there are a lot of colleges with same abbreviation. Moreover , a college ranking maybe different for different courses so it would be more helpful if you could mention the course also.
We understand your concern.Please note that it is better to join HBTU kanpur as it is a pretty good college in terms of teaching faculty and educational atmosphere. If you really want to join biet Jhansi, you can drop a year or just join the college which you get.All the best!

It seems like you are looking for some sort of college upgradation but let me tell you, Yes they accept lateral entry but the elligibility criteria is that you must have passed a Diploma from a recognised institution. So what you are looking for is Migration and about that you will have to consult a college authority.

Both HBTU and BIET are government institutes,
the course fee for IT in HBTU is 5.40 lakhs with 30 seats intake and for ECE in BIET is 1.99 lakhs with 60 seat intake.
The median placement package for BE/BTech in HBTU is 5.18 lpa which is relatively same for BIET too. However ECE as a degree has wider opportunities and industrial applications post Btech than IT which is often superseded by CSE. However you must choose whatever you feel like your interest is in since both are very different branches.
Before answering to what would a practical choice be to go for, i would strongly recommend you to go for the branch you like the most and have genuine interest in it, and you are ready to work independently in it as both the branches are entirely opposite i would suggest you to go for branch you like in.
Now coming to practical point of view if you are not having interest in bio chemical engg genuinely civil engg would be a safe bet , as you can easily jump to other streams of work like sit for tcs or other mass recruiters easily when compared to bio chemical engineering, as per placements hbtu for bio chemical engineering students has below average placements records, and biet has no-meagre placements for civil but you can always work hard and find a decent off campus placements or sit for companies which are open to all branches

Hello Bhargav, yes, you can pay 1st year college fees of IET Lucknow or BIET Jhansi by cheque, for this you need to fill the form which is available at college, and submit with all the details to college. And you have to make sure you have to maintain sufficient balance in bank account, if any case the cheque bounce then it will lead to another problem. So make sure of it.
