There is as such no domination, both of the syllabus is equally covered almost. At time it may be 11 syllabus 55% and rest 45 whereas other time 12 syllabus 55%. 

One must never give preference to one over then other, this may lead to serious marks loss. Take all the subjects equally and invest time in the one you are weak.

Tthe Medical Council of India (MCI) has revised the sullabus this year after a review of various State syllabi as well as those prepared by Central Board of Secondary Education (CBSE), National Council Of Educational Research And Training (NCERT) and Council of Boards of School Education in India (COBSE).

Going through the NEET 2019 syllabus it is very difficult to say which class course has more weigtage as both class 11 & 12 syllabus is equally imporatant.

If we go by the trend, it is observed that more questions are asked from CBSE Class 11 portion. If we do an estimation (by averaging out the portions asked in previous years), we will get something like -

Physics (Class 11 syllabus - 24 questions, Class 12 syllabus - 21 questions)

Chemistry (Class 11 syllabus - 22 questions, Class 12 syllabus - 23 questions; as Class 12 has more chapters in chemistry especially Organic Chemistry)

Biology (Class 11 syllabus - 50 questions, Class 12 syllabus - 40 questions)

However one must put equal emphasis on class 11 as well as on class 12 portions so as to score good marks in NEET UG Exam.
