IIITs are part of the institutes of national importance as declared by MHRD. Thus, these institutes usually fetch lower closing rank as compared to other colleges. As we are seeing with past year trends, as the college is becoming better and more established the closing rank is going even lower with the prime example being IIIT Guwahati, which had closing ranks around 30-40k in its first and second year and now it closes around 20k. 

Now coming to your question directly, with OBC rank of 28k, your chances of securing IIIT is fairly low, most of the IIITs close around 10-15k OBC rank for all the branches. Thus you should be looking at some other options through other counsellings, positively.
