Yes, youcan do M.Comin regular colleges and B. Ed through distance education or vice versa. IGNOU is the best institute for distance education

There are several colleges out there having both these courses in their curriculum.

But, i don't think any college will offer you the course together. If you really want to do then opt for regular or one and open or other as stated in the previous answer.
