As you have not mentioned the exam for which you secured 15000 rank. It is quite difficult to tell the college which you can get with CSE branch. However, as you have mentioned CSE so it's the most demanding branch and it also requires high cutoff. So please mention the exam so that we can predict your college by comparing it with previous year cutoffs.
