The faculty of every college in Delhi University is well qualified. The difference lies only in the campus, infrastructure, placements and other external factors.

Since your focus is on choosing a better college for the course you want to pursue, I would like to suggest Acharya Narendra Dev College. Out of three colleges that you've mentioned in your  question, ANDC leads in terms of quality of teaching. It has a better ranking than that both of two colleges.

While CVS has a good campus exposure, it is pretty well chosen for pursuing vocational courses majorly. Ram Lal Anand is an average college, mostly students choose this college when they've less chances in other colleges.

Well telling you from my personal point of view as a Delhi University student, College of vocational studies offer good academics and is a popular college of DU, next in like would be Ram lal and than the Acharya narendra dev.
