The basic eligibility is to have a graduation degree in any stream so it doesn't matter in which field you are doing your education. You can choose any field you want and can study for the civil services. Still if you want then go for Arts field. You can do BA as it will provide you related education and time for Exam.

Any undergraduate degree is good for appearing in UPSC exams. It really doesn't matter from what educational background you belong if your preparation is good and have depth knowledge. But if you just completed your 12th and having the main aim of joining civil services, then B.A will be the best for you.
