Dear Mangesh, no State follows the counselling process district wise. So every district in a State falls under the jurisdiction of the Counselling conducting authority of that State. So as a State Maharashtra follows the 85% State Eligibility Quota and 15% All India Quota and this applies to all Medical colleges in Maharashtra irrespective of the district they are located in. So just to answer your question, there is no district in Maharashtra which is excluded from region quota.
