It depends on the vacancy in which deparment there is vacant seat.Like this year RRB has announced vacancy for the pharmacy students(for diploma in pharmacy students).The central government and the state government announces the recruitment drives as per the requirment.There can be common entrance test followed by interview .

It completely depends on vacancy .The government will anounce the exam name and organising commitee and the deparatment and everything.
