Yes there are some IITs which offers you MSc in microbiology course, so the list of these IIT is given below:

• IIT Bombay.
• IIT Roorkee.
• IIT Delhi.
• IIT  Guwahati.
• IIT Kanpur.
• IIT  Kharagpur.
• IIT Madras.

As IIT's offers you this course so I think you don't need to know about more government colleges because these are the top most among other ones.

Talking about placement, nothing is better than IIT.
