See both the courses you have mentioned have its own benefits. Now lets make it clear, if you are talking about the course of Biotechnology from the top IIT's then yeah! its a good because most of the old IIT's have quite a good placement prospects for the subject. Now if you are getting the course of Biotechnology in new IIT's then I would recommend you to go for the ECE as the new IIT's will not offer you that much of scope compared to that of the old one's.

Although if you are enthusiastic about the subject then go for any of the IIT's you will do fine. But if you want to go for a better placement option then going for Biotechnology in old IIT's will be more beneficial compared to that of ECE in NIT and if you are getting new IIT's then go for the ECE in NIT's.
