Both are best in their own terms but if I have to choose one then I'll surely go with cse as it is in much demand today although both the courses aren't that different from each other. Their syllabus is almost same but it varies from college to college. The basic difference in both of the subjects is that, cse is mostly about understanding the inner workings and concepts behind programming and computers whereas IT is more about applying these concepts in real life.

Both fields are growing rapidly due to high demand of technology in almost every sector. So in the end it depends upon you that what excites you more go with your call.
